Many installers are being affected by Help to Heat Group (HTHG) eligibility failures. In light of this, Anesco is providing additional information which may help you avoid this situation.
Ofgem has recently updated the full eligibility requirements, including example benefit letters, and you can find these on the Ofgem website, here.
In addition, there are several things you need to ensure when collecting evidence for HTHG eligibility:
- The measure is being installed is at private domestic premises where a HTHG member lives and there is appropriate evidence to demonstrate this.
- Benefit letters are from official departments/organisations, which are clear and legible.
- All documents showing HTHG eligibility are dated no more than 15 months prior to the completion of the measure. This also includes any DWP data matches.
The correct special categories personal data consent form must be provided for the HTHG eligibility evidence.
- ESTC- “Processing special categories of personal data under ECO – Consent Statement” is needed when submitting benefit letters
- ESTC – “Consent form for sharing data with the Energy Saving Trust” is needed when submitting DWP data matches. Please note that the customer must have given consent prior to their information being submitted to the Energy Saving Trust.
Finally, please note that both consent forms will be required when evidencing child benefit, as both a DWP data match and a benefit letter are provided.
